E-mail Sent to Tryon Lewis 1-23-2011

I sent an e-mail to Tryon just now inviting him to participate in this discussion and asking exactly what was his rationale for making this his FIRST bill and I'm curious why he would submit it at all.   I failed to copy the thing correctly and it was on the Texas Legislature site so I can't recover it.  We'll see if and how he responds.
